Visitors usually leave a homepage because they can't tell, quickly, what you do, whether it's for them and what to do next. A clear headline, an obvious next step, a page that loads fast and some proof that you're good at what you do fix most of it.
Website prices vary because "a website" can mean anything from a template with your logo on it to a custom-designed site with written content, integrations and ongoing support. The price follows the number of pages, how custom the design is, who writes the words and what the site needs to do.
Most small business websites need five things: a clear home page, a page for each main service, an about page, proof that you're good at what you do, and an easy way to get in touch. Everything else is optional until it earns its place.
Slow pages lose visitors before they see what you offer, and Google uses page experience signals when ranking. The usual culprits are oversized images, too many plugins and scripts, and cheap hosting. Most can be fixed without a redesign.
